China proposes AI export restrictions and starts temporary registration

China opened consultation on adding 40 technologies to its prohibited and restricted export catalogue, including 23 AI technologies spanning large models, agents, compute clusters and information processing. The catalogue changes are a draft, not final restrictions. A temporary pre-export registration requirement took effect on publication and applies until the revision is finalized.

What this means for you

For teams transferring AI technology, licensing it abroad or planning overseas deployment, the live registration duty changes compliance work now, while final restricted scope remains unsettled. Public open-source releases and API/SaaS delivery have important stated boundaries.
